Mobile and Resilient Solutions for Forward Air Control
CHALLENGE
During all-hazards incidents, whether caused by man or nature, communication often breaks down because of local infrastructure failures. More often, though, incident communications and coordination fail due to the lack of interoperability given the multitude of government agencies and local institutions that must coordinate their efforts to mitigate the damage.
The U.S. Department of Defense tested solutions to overcome these challenges during the Golden Phoenix 2008 exercise in San Diego. The exercise was based on a mock bio-terrorism attack in which the city comes under an anthrax contamination. The drill involved the simulation of terrorists sneaking anthrax over the border, the subsequent coordinated response, and evacuations at local hospitals.
